This is Wall Mount in a Bathroom

there are 2 black wires on the fixture, 2 white wires also. Are these two swisted together and then attached by the nut?

Yes, black to black.  white to white. never black to white.  hold the wires together and screw the wire nuts on securely.  They will twist the wires together for you inside
